Strategic Plans
The Carroll County Strategic Plans are the county’s framework for guiding decision-making, development, and investment over the next five years. This plan update lays out long-term goals and policies to support community well-being and sustainable growth across the county. It focuses on key areas such as economic development, transportation, and land use, and is shaped by extensive community input through surveys and engagement processes. The plan helps county officials align priorities, coordinate with municipalities and stakeholders, and make informed decisions that reflect the needs and vision of Carroll County residents.
Operational Plans
The Operational Plan is the county’s guiding framework for delivering services, allocating resources, and carrying out key functions throughout the calendar year. It identifies key business objectives, along with the associated timelines and responsible parties. The first plan was reviewed and approved by the Carroll County Board as part of the county’s governance process at their February 19, 2026 meeting.
The operational plan works in coordination with the county’s annual budget and broader long-range planning efforts (such as the 2026-2031 Strategic Plan) to ensure that operational priorities—service delivery, resource management, and daily administration—are aligned with strategic goals set by elected officials.
